Charge
The Committee is charged with full responsibility of the submission of nominations as described in the By-Laws. Additional candidates on the ballot for any elected office may be made by a petition signed by at least ten percent (10%) of the Association’s individual members.
Three months before the annual meetings, the Nominating Committee shall:
- Submit at least two nominations for President-Elect and, if the current President-Elect office is vacated before February 1, two nominations for President. The nominations should reflect the membership composition to ensure fair representation of the academia and non-academia sectors, e.g. adopt a three year cycle with Year 1: two candidates from academia, Year 2: two candidates from non-academia, Year 3: no restriction.
- Submit at least twice as many nominations as the number of members to be elected to the Board of Directors, the number of which shall be determined by the current Board of Directors under the provision of the Constitution, Article VIII. The nominations should reflect the membership composition to ensure adequate representation of the academia and non-academia sectors. For election of Directors, with the exception of the Board of Directors Representative from each Section, at least 25% of the nominated candidates should hold a primary appointment in academia and at least 25% of the nominated candidates should hold a primary appointment from non-academia.
Composition
The Nominating and Election Committee shall consist of at least six members appointed by the President with equal representation among academia, industry, and government when possible and with the consent of the Board of Directors. The Committee shall make nominations for office as provided in ARTICLE 6 of the By-Laws. As needed, the Committee may also concern itself with developing mechanisms to ensure proper conduct of elections. Committee members shall serve a rotational term of three years. The committee chair shall serve a two-year term in their leadership role, followed by an additional year as a regular member to facilitate a smooth transition to their successor.

The Special Lecture Committee collaborates with the Program Chairs of ICSA-sponsored conferences—including the Applied Statistics Symposium, the ICSA China Conference, and the ICSA International Conference—to select special lectures, such as keynote and banquet speakers. The committee reviews the candidates proposed by the conference program committee Chairs, and either approves the selections or suggests alternatives.

The Special Lecture Committee comprises six members: the current Chair, the immediate past Chair, and four additional members. Of these, at least one must represent government, one industry, and two academia.

Charge
The committee is charged with reviewing proposals for the publication by the ICSA of periodicals, directories, special reports, books or other professional material, or for publication in cooperation with other societies or organizations of such materials and making recommendations to the Board of Directors for approval. The Committee generally supervises the publication policy of the Association and makes recommendations to the Board of Directors with respect to the editorial policy of the Association’s various publications.
Composition
The Publication Committee consists of the Board-appointed Editors of each periodical published or co-owned by the Association, the Executive Director (ex-officio), and non-editor members of the Association at least equal in number to the number of editors. The non-editor members are appointed by the President with the consent of the Board of Directors and one of these members shall be designated as Chair. The non-editor members are appointed for three-year terms, with one-third of these members retiring at the end of each year.

The Membership Committee is responsible for maintaining and regularly updating the membership list to ensure accurate records. The committee also develops strategies to promote sustainable membership growth, ensuring the association remains vibrant and thriving.
- An essential function of the committee is to design and implement an annual recruitment plan to attract new members. This involves identifying potential members, reaching out with targeted communications, and showcasing the benefits of joining the association. The committee also reports regularly to the Executive Committee, providing insights and updates on membership trends and growth.
- The committee also collaborates with the Institute of Mathematical Statistics (IMS) to ensure the joint membership scheme is updated and managed effectively. This partnership helps optimize the benefits for members who belong to both organizations, fostering stronger ties and shared goals.

The Membership Committee consists of six members from academia and industry, appointed by the President of the International Chinese Statistical Association (ICSA) with the consent of the Board of Directors. The committee plays a vital role in the association by focusing on the recruitment, orientation, and retention of members. The goal of the Archive Committee is to create, update, and maintain ICSA internal documents, including various guidelines. The Archive Committee communicates with other committees annually to ensure various guidelines are up-to-date.

Charge
The Committee is charged for overseeing the society’s financial health, such as following recommended operating procedures, specified in the “ICSA Endowment Fund Investment Objectives, Policy and Operating Procedures” document, in managing financial investment funds. In addition, the committee is responsible for proposing changes to investment policies when needed and responding to financial matters as requested by the Board of Directors.
In managing the society’s investment, the committee adheres to the following objectives:
- Preserve capital and protect against inflation.
- Aim to capture broad market returns in investment
- Control overall portfolio risk
- Establish an easy-to-follow procedure to manage the investment portfolio
Investment strategies, such as asset allocation, should follow these requirements:
- High Liquidity
- Low-cost
- Minimal requirement on maintenance
- Broad market investment with risk tolerance that is understood and approved by the Board of Directors.
Composition
The Financial Advisory Committee shall consist of at least six members, in addition to the committee chair, appointed by the President. Committee members shall serve a rotational term of three years. The committee chair shall serve a three-year term in their leadership role, followed by an additional year as a regular member to facilitate a smooth transition to their successor.

The Finance Committee is responsible for overseeing the ICSA budget and financial activities, facilitating the transition of the ICSA Treasurer and advising on the duties of the Treasurer, as well as providing institutional knowledge on the organization’s historical financial commitments. The Treasurer’s duties include managing ICSA bank and investment accounts, working with ICSA symposium and conference treasurers, preparing semi-annual ICSA financial reports, filing federal and state income tax and other ICSA financial activities.
Composition
The Finance Committee consists of three members: the current Treasurer and the two most recent past Treasurers. The treasurer will be appointed by the ICSA president. Each member serves a nine-year term, beginning with a three-year term as the committee chair during their tenure as Treasurer, followed by six years as a regular member. This structure supports smooth transitions and continuity in financial oversight.

The O&E committee builds strong relationships with society members, external partners, stakeholders, and allied organizations by executing targeted communications, launching collaborative initiatives, and organizing dynamic events. In addition, the committee manages ICSA’s digital presence to enhance overall visibility and engagement.
Key Responsibilities:
The role involves managing ICSA’s digital communications and social media presence. The committee will oversee social media platforms like X and LinkedIn, creating and scheduling engaging posts, and coordinating to keep the website and newsletters up to date. It also includes planning and hosting annual events, such as the flagship ICSA banquet in collaboration with the JSM local committee and webinars, panel discussions, workshops, and networking sessions. The committee will track engagement metrics and member feedback to refine the outreach strategies continually. The committee will cultivate partnerships with external societies, industry leaders, and sponsors while integrating stakeholder input to enhance all communications and events.
